Penny Loomer’s bid for a seat on the Westminster City Council appears to be falling under a wave of late-counted ballots.
Loomer, a former assistant city manager for the city, led the field of candidates for two seats on the council after the initial count, followed by incumbents Tri Ta and Andy Quach.
But in Orange County, where almost half the voters use mail, absentee or provisional ballots, close races can change as other ballots are tallied.
As of Monday evening, Ta had 7.192 votes, followed by Quach with 6,431 votes. Loomer was in third, 102 votes back with 6.329.
According to the Orange County Registrar of Voters, about 94,000 ballots remained to be tallied countywide.
