Man with rifle surrenders in Westminster civic center

A man determined to commit “suicide by cop” surrendered to Westminster police Tuesday afternoon outside the police headquarters building.

The man, identified as Norris Phuoc Nguyen, 22, of Westminster was taken into custody and taken an area area hospital for evaluation, according to Corporal Van Woodson, spokesman for the Westminster Police Department.

At about 8 p.m. a man dressed in green military fatigues and carrying a rifle was spotted on 13th Street in the Westminster Civic Center. According to Woodson, the subject first tried to open the front door of the police facility, then “took up a position of concealment” as officers closed in.

They were able to talk Nguyen into dropping his rifle and giving up. According to Woodson, Nguyen said he wanted to come to police headquarters to force officers to shoot him, “a suicide by cop scenario.”
